Full Subject-Based Banding
Full Subject-Based Banding has been fully implemented across secondary schools since 2024 and allows greater customisation of secondary education.

Students can take subjects at different levels according to their strengths, interests and learning needs rather than being defined only by one fixed course.
Subjects can be offered at G1, G2 or G3 levels, providing different levels of academic demand within the secondary curriculum.
Full SBB aims to provide students with more opportunities to learn and interact together while allowing differentiated subject learning.
The model creates more flexible combinations of subjects and levels so students can build pathways around individual strengths.
Subject combinations and achievement continue to influence progression into junior college, polytechnic, ITE and other post-secondary pathways.
From 2027
Singapore's secondary qualification architecture is changing alongside Full Subject-Based Banding.
The Singapore-Cambridge Secondary Education Certificate examination will begin with the graduating cohort from 2027.
The SEC consolidates the previous separate N-Level and O-Level examination systems.
Students sit the relevant SEC examinations at the subject level they have studied.
The SEC continues Singapore's joint examination arrangement involving SEAB, MOE and Cambridge International Education.
Assessment
Classroom assessment supports teachers in identifying learner needs, providing feedback and adapting teaching.
Singapore has progressively reduced some high-stakes and school-based assessment pressure, including the removal of weighted assessments and examinations in Primary 1 and 2.
MOE states that mid-year examinations have been removed across primary, secondary and junior college levels since 2025.
The PSLE remains an important transition assessment at the end of primary education, while its Achievement Level system is intended to reduce overly fine differentiation between pupils.
Secondary graduation assessment will move to the common Singapore-Cambridge Secondary Education Certificate examination.
MOE increasingly emphasises holistic development, competencies, interests and multiple routes to success rather than relying only on examination outcomes.
AI & digital transformation
Current 2026 policy places AI literacy, responsible use of technology and digital judgement increasingly within the learner journey.
MOE is integrating AI literacy across curriculum, co-curriculum and self-directed learning resources with developmental milestones.
The Code for Fun programme is being refreshed to strengthen AI-related skills and is planned to be available to all schools from 2027.
Cyber Wellness learning now includes issues such as validating generative-AI information and identifying deepfakes.
AI development sits within a wider focus on responsible digital participation, technological skills and readiness for changing workplaces.

Junior colleges prepare students primarily for the Singapore-Cambridge GCE A-Level examination or, in selected institutions, the International Baccalaureate Diploma.

Millennia Institute provides a three-year pre-university pathway leading principally to the A-Level examination.
Diploma pathways
Singapore's five polytechnics provide applied, practice-based education with diploma programmes and strong connections to industry and further study.
Technical & vocational pathways
ITE provides career and technical education through Higher Nitec, technical diploma and work-study pathways connected with employment and further education.

Current 2026 developments
MOE is strengthening developmental milestones for AI literacy across students' education journey.
The refreshed Code for Fun programme will strengthen AI skills and is planned to reach all schools from 2027.
Current CCE Cyber Wellness lessons include validating generative-AI information and recognising deepfakes.
From 2027, more primary pupils will be able to access school-based and advanced provisions in English, Mathematics and Science.
A new Post-Secondary Admissions Exercise will begin in 2028 following the introduction of the SEC examination.
From 2026, more Secondary 1 students with strong Mother Tongue Language results can offer Higher Mother Tongue regardless of overall PSLE score.
